The Caribbean Development Bank (CDB) approved financing for the Dominica’s geothermal project, which is a public-private partnership (PPP) operation between the Government of the Commonwealth of Dominica (GoCD) represented by the Geothermal Development Company of Dominica (DGDC) and Ormat International Inc. - an international geothermal developer and equipment manufacturer. The project, initially a 10 MW geothermal power plant, will be developed by the Geothermal Power Company of Dominica (GPCD). AMALA Clean Energy Advisors together with GeothermEx and POWER Engineers, served as the Lender Technical Advisor (LTA), helping carry out the due diligence for the project to inform the CDB decision taken on December 12, 2024.
The project, which is expected to produce over 83 giga watt hours (GWh) of electricity per year has a potential to be a major game changer in the country, and its success could also influence other member states of the Organization fo Caribbean States (OECS) who are also attempting to develop geothermal resources. The aim is to have geothermal electricity substitute diesel-based generation that has contributed to the region having some of the most expensive electricity in the world. The prospect of lower electricity costs could enhance the competitiveness of Dominica’s economy and also reduce hardship on residential consumers.
With the CDB financing being approved, the power plant construction is expected to be completed by the early part of 2026. “It would be the first new geothermal plant commissioned in the OECS in nearly 30 years” said Migara Jayawardena, Managing Director of AMALA, “when the only other operation in Guadeloupe came on line”. The World Bank has a parallel coordinated project with CDB to strengthen the electricity network so that the electricity from the geothermal operation can be efficiently and resiliently evacuated and supplied to consumers.
